Across Europe, approximately 101 million people live with some form of disability – yet the systems and professionals tasked with supporting their education and autonomy are often underprepared for the challenge. Adult educators working with People with Disabilities face a persistent lack of structured training in Independent Living methodologies, limited access to assistive technologies, and insufficient institutional support for inclusive teaching practices. CILIA – Community Independent Living Core Skills Development – was designed to address precisely this gap. Rooted in the philosophy of Independent Living, which affirms that people with disabilities are the best judges of their own needs and have the right to direct their own lives, CILIA takes a practical, evidence-based approach to capacity-building in adult education. Through a carefully structured workplan spanning two years and six European countries, the project develops the tools, training, and frameworks that adult educators need to make Independent Living education a reality – not just a concept.
